Almost every source will tell you "every three years." That number comes from a real rule, but the rule does not say what people think it says, and the difference matters if you are trying to decide whether you actually need a truck this year.
The short version: Minnesota rule requires that solids be removed or that the need for removal be determined at least every three years. Whether your tank actually needs pumping is a measurement, and the rule specifies exactly what gets measured and at what point removal becomes mandatory.

Read the "or" carefully. Having a licensed professional measure your tank and conclude it does not need pumping satisfies the requirement. You are not legally obligated to pump every three years. You are obligated to find out every three years.
Note also who the rule is addressed to. It tells local governments what their ordinances must contain, which means the binding requirement for your property is set at the county, city or township level, and it can be stricter than the state floor. Some Minnesota jurisdictions require a maintenance report be filed with them.
When a professional assesses your tank, they are measuring two layers: the sludge that settles to the bottom, and the scum that floats on top. Minnesota rule sets three separate conditions, and hitting any one of them requires removal.
All three are about the same underlying risk. The outlet baffle is what keeps solids inside the tank and out of the drainfield. When sludge builds up from below or scum thickens from above, solids start escaping to the drainfield. That is the failure the rule exists to prevent.
This is the single most important thing to understand about septic maintenance: pumping is not about the tank. It is about protecting the drainfield, which is the expensive part.
If the rule only requires assessment, why does nearly everyone pump on a fixed cycle?
Economics. Assessing a tank requires a licensed professional to come to your property, locate and open the tank, and take measurements. That service call is the bulk of the cost. Once someone is standing over an open tank with a truck already on site, the marginal cost of pumping is small relative to the cost of coming back later.
So the practical Minnesota rhythm lands at roughly two to three years for most households, not because the law demands it but because splitting the visit into "measure now, pump later" usually costs more than just doing both.
Three years is a default, not a diagnosis. The variables that actually move your interval:
A pumping in Minnesota commonly runs a few hundred dollars. A drainfield replacement runs into five figures, and a full system replacement commonly runs $15,000 to $30,000 or more.
The mechanism connecting the two is direct. When solids escape a neglected tank, they travel to the drainfield and clog the soil interface that does the actual treatment. That damage is cumulative and it is not reversible by pumping later. By the time a drainfield is failing from solids carryover, the tank service that would have prevented it is years in the past.
This is the clearest cost asymmetry in home maintenance. A few hundred dollars on a schedule protects an asset worth fifty to a hundred times that.
Minnesota adds a seasonal constraint most national guidance ignores. Frozen ground makes access harder and, in a hard winter, sometimes impractical. A few points worth knowing:
Septic tanks are designed to be full to the level of the outlet. That is normal operation. What matters is the sludge and scum accumulation within that volume, which is why the measurement exists.
No additive removes accumulated inorganic solids. Material that does not break down biologically has to leave the tank in a truck. Some additives can make things worse by suspending solids that would otherwise settle, sending them to the drainfield.
It is mostly just more expensive. There are situations that justify a short interval, such as a small tank with a large household, but pumping a tank that measures well below threshold buys nothing.
